NOTICE TO PUBLIC OF NO SIGNIFICANT EFFECT ON THE ENVIRONMENT

TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:
On or about December 4, 2017, the Campbell County Fiscal Court will submit the Finding of No Significant Impact to the Kentucky Department for Local Government for environmental clearance of the Community Development Block Grant (CDBG) under Title I of the Housing and Community Development Act of 1974 (PL 93-383) to undertake the following project:
Project Name: Brighton Recovery Center for Women-Campbell County
Purpose of Project: Rehabilitation of three existing structures to create 20 efficiency apartments and 22 congregate living units to house 42 women enrolled in a residential substance abuse and addiction treatment program
Project Location: 5161 Skyline Drive in unincorporated Campbell County (Census Tract 529)
The Campbell County Fiscal Court has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement (EIS) under the National Environmental Policy Act of 1969 (PL-91-190) is not required. An Environmental Review Record (ERR) respecting the within project has been made by the Campbell County Fiscal Court which documents the environmental review of the project and more fully sets forth the reasons such Statement is not required. The ERR is on file at the Office of the County Judge/ Executive, Campbell County Administration Building, 1098 Monmouth Street, Newport, Kentucky and may be inspected and reviewed at that address during normal office hours. No further environmental review is proposed to be conducted.
All interested agencies, groups or persons disagreeing with the ERR decision are invited to submit written comments for consideration by the Campbell County Fiscal Court to Matthew Elberfeld, County Administrator, Campbell County Administration Building, 1098 Monmouth Street, Newport, Kentucky 41071. Such written comments must be received at the above address on or before 4:30 pm, prevailing local time on December 1, 2017.
All such comments so received will be considered prior to authorizing submission of the Finding of No Significant Impact or taking any administrative action on the within project prior to the date and time specified in the preceding sentence.
