On The Alert

The Campbell County Office of Emergency Management maintains a telephone notification system called "On The Alert". On The Alert integrates published telephone database information and available GIS mapping information to allow for specific geographic area notification capability. In the event of a localized emergency, officials can select the affected area on a map of Campbell County and automatically generate a call list. On The Alert then begins to telephone each number on the call list.

Please note that the On The Alert System can call only published telephone numbers. Those with no land line or unpublished numbers will not be called unless your address and cell phone or unpublished number has been provided. Should you wish to have your cell phone or an unpublished telephone number added to the On The Alert system please visit the Self Registration Portal (https://campbellcounty.onthealert.com/)

 

Program Description

The Office of Emergency Management (OEM) is the agency of county government having primary responsibility and authority for:

The planning and execution of disaster and emergency mitigation, preparedness, response and recovery for Campbell County; 

The coordination of disaster and emergency response by and between county agencies and political subdivisions; 

Coordination and liaison with related agencies of the state and federal government; 

Coordination of recovery operations subsequent to disaster and emergencies;

Coordination of hazard mitigation planning activities.

The Office of Emergency Management is further responsible for the preparation and maintenance of a comprehensive plan for the disaster and emergency response of Campbell County. The plan is integrated and coordinated with the disaster and emergency response plans of the state and federal governments.

The Office of Emergency Management is also the agency of county government responsible for the administration and enforcement of the Campbell County Hazardous Materials Control Ordinance. The ordinance was originally adopted by the Fiscal Court in 1986 and revised in 2003.

General Departmental Exercises

The Office of Emergency Management conducts annual disaster exercises. These exercises range from the simple table top exercise, to elaborate full scale exercises. Aircraft emergencies, hazardous materials spills, terrorism incidents and severe weather events have been simulated to better prepare the emergency response personnel of Campbell County.

Educational Programs

Disaster preparedness education has also been an important aspect of the emergency management program of Campbell County. Several public awareness campaigns are conducted by OEM throughout the year. The cornerstone of which is the Severe Storms Preparedness Campaign. This campaign, usually conducted in early March, is an effort to educate the citizens of Campbell County to the dangers of severe weather. Our Severe Storms Preparedness Campaign has received recognition from the Kentucky Division of Emergency Management, on numerous occasions, as one of the top campaigns in the Commonwealth.

The Office of Emergency Management regularly conducts educational programs at Campbell County schools, nursing homes, hospitals and civic groups. These programs are conducted on a variety of disaster and emergency preparedness topics. In addition, throughout the past few years, we have utilized cable television goverment access to broadcast public service announcements and locally produced programs focusing on many of the natural and technological hazards that face our citizens and the methods and techniques that they should utilize to protect themselves.

Hazard Mitigation

Hazard mitigation is another aspect of Campbell County's emergency management program. OEM has recently began preparing the Campbell County Hazard Mitigation Plan to provide information and direction for evaluating the natural hazards that present a threat to Campbell County and to select the appropriate strategies to mitigate the vulnerability to these hazards. The plan outlines procedures for indentification of mitigation opportunities that will eliminate or reduce future damage from these hazards. The plan is intended to serve as a guide for those agencies that have capabilities and resources to develop mitigation programs within their areas of responsibility.

 

Hazard Materials

The Hazardous Materials Spill Prevention Control and Countermeasures (SPCC) Program is another responsibility of the Office of Emergency Management. The program, establshed in 1988, is designed to obtain detailed information from those facilities within Campbell County that use, store or process hazardous materials. One component of the SPCC program is the inspection of certain facilities by OEM. To date, the OEM has a database of two hundred and seventy three SPCC facilities.

 

The Office of Emergency Management acts under authorization derived from the Kentucky Revised Statutes and Chapter 91 of the Campbell County Code of Ordinances.

Effective June 16, 2005, Campbell County has been certified as Storm Ready by the National Weather Service.
